How do I use Options/X in Excel, Access or in an ASP web page ?

You first need to set the ASP property. The methods commencing with the letter "V" are all for ASP-specific methods.

In normal applications, you should use the methods without the "V" in the front, unless you are developing for ASP applications. Note however in this case, the data is declared differently, ie not as arrays of Variants. The component requires and provides Variants containing double arrays, not Variants of Variant arrays. Also note that the ASP methods are in the Enterprise version and Platinum version only. The Platinum version is required for using the component in an ASP web page.
